Budget Information

All fees shall be collected by the Cemetery Sexton and turned over to the director of finance. Any money remaining after the payment for labor and materials used in the operation of the cemetery shall be credited to the general fund and thereafter used for maintenance of the city cemeteries.

Policies

CONSTRUCTION OF CONCRETE BASES MONUMENTS AND MARKERS.

All labor and materials required for the construction of concrete bases for markers shall be furnished upon necessary payment by the City. No monument or marker shall be placed on a grave unless the base is adequate to support the monument or marker as determined by the Sexton. All monuments must be approved by the City prior to installation.

PERMANENT FUND FOR CARE OF LOTS IN CEMETERIES

A. The Director of Finance may accept moneys by agreement, gift, devise, bequest or otherwise and hold such moneys as a permanent fund for the City’s cemeteries. Moneys so accepted shall be pledged for the perpetual care of the lots designated and may include flowers and decorations. On receipt of the moneys so designated, the Director shall issue therefore a written receipt in acknowledgment thereof, binding the faith and credit of the City to forever hold such moneys as a permanent fund to provide perpetual care of the lots named therein. The Director shall enter the receipt and income of the moneys and expenditures thereof in detail on the books of account, keeping each case separately.

B. All such moneys received by the Director shall be deposited, as well as interest earnings thereon, into a special Cemetery Endowment Fund as required by Ohio R.C. 575.09(H). The Director shall transfer interest earnings on such endowments to the Cemetery Operating Fund to defray the cost of grave care for which such endowment was accepted. The Director shall invest such funds and keep them invested to the extent possible in interest bearing bonds or in interest bearing certificates of deposit in financial institutions within the City. The Director shall report annually to Council all moneys received and disbursed in the management of the Fund.

LOT DESIGNATION INSCRIPTIONS ON TOMBSTONES

All tombstones installed at the Roselawn Cemetery shall contain a correct description of the section and lot number of the burial lot. All tombstones installed in the Mount Hope Cemetery shall contain a correct description of the lot number of the burial lot.

HEADSTONES

All headstones shall be limited to 2 feet and 6 inches (2’6”) in height, unless
otherwise waived by the Public Properties Committee for good cause shown.

FORFEITURE

Commencing August 7, 1990, all Deeds for cemetery lots shall contain a provision
that burial must take place within seventy-5 (75) years of the Deed. If no burial
takes place within that time period, then the lot owner will be notified by certified
mail, return receipt requested, or by legal public notice, or both, that the Deed has
been forfeited. After notice of such forfeiture, the Deed may be resold. All
individuals purchasing a Deed for a cemetery lot in the Solon cemeteries shall sign a
receipt indicating that they have been informed of this provision, and this provision
shall be printed on all cemetery deeds.


REPURCHASE

At any time prior to use of forfeiture, the City will repurchase any lot at the original
purchase price or a minimum of $200 upon presentation of the original Deed. All
individuals purchasing a Deed for a cemetery lot in the Solon cemeteries shall sign a
receipt indicating that they have been informed of this provision and this provision
shall be printed on all cemetery Deeds.

PLANTINGS

A. NO Shrub shall be permitted to be planted, NO glass containers/vases

B. Flower beds may be the width of the base of the memorial stone and not more
than 12 inches in depth.

C. NO flower beds in the center of the lot will be permitted.

D. NO rose bushes or creeping vines will be permitted.

E. NO full grave covering shall be allowed except those that are now in place,
and are currently, and continue to be maintained.

F. NO single plants in the center of the grave shall be permitted.

G. All plantings shall be maintained by lot owners or their agents. Any planting
which is not properly maintained or does not conform to these regulations
shall be removed.

H. Winter decorations may be in place only from November 15th to the last day of February. They will be removed March 1st.
